The minority is therefore re-
-Presented by Mr. M. Stewart, who although an influential

member of the Community is not an employer of labour; and
of Mr. W. Dickson, Head of the Chartered Bank of India,
Australia and China, who is a new-comer to the Colony and
whose Bank though a powerful institution does not employ
a very large Staff.

To give effect to the terms of the
resolution the enclosed draft Bill has been prepared and
submitted to the Executive Council who have today advised
that the Bill should with Your Lordship's sanction be
introduced into the Legislative Council. No member opposed
the motion to that effect, but the Colonial Secretary and
the Attorney-General preferred not to record any vote on
it. Mr. E. A. Hewett was absent but he recorded on the
minute paper accompanying
the file when circulated
previous to the meeting that he "approved the proposal
generally".
3.
The number of persons who would
be affected by the Bill if it became law would be few at
the present time. I have not had a census taken to ascertain
